There should be at least one more option there: "All of them". Who Kermit is evolves over time. Obviously Jim Henson originated the character, but Steve did some great memorable stuff with him as well, including Muppet Christmas Carol which may be the one Muppet movie that stays within the general public's eye year to year. Matt, though he hasn't gotten much to do with Kermit, has brought back a little bit of the Kermit of old. He seems a bit more sarcastic and dry. Plus he has sung rainbow connection in a public forum more frequently than Jim and Steve combined....
I think the REAL Kermit is the one that stays true to character, and all of these performers have had times when Kermit was in character and times when he was out of character.

I think the better question would be which characterization of Kermit is best.
He's gone through many different phases as a character. In the 60s, he was pretty much the butt of all the other Muppets' jokes and pranks. In the early 70s, he was much more narcissistic, often standing up for himself and being passive aggressive, or even full on aggressive, to other characters who gave him a hard time. Then in the late 70s, we got the Kermit we know best. He had much more heart to him, and although he did have moments of weakness, he was also more of a dreamer, a believer in the impossible, and more optimistic.
My personal favorite Kermit is the narc Kermit. Knowing he's a star, and going out of his way to prove he is. Sort of the same traits that would seep into Miss Piggy later on.
